Mature Candidate Route
Public Administration Circular 02/2009 specifies National Vocational Qualification (NVQ) Levels for different categories of employment in the public sector. The NVQ Level 5 specify the middle level technical employment .Craftsmen with long years of experience who perform supervisory functions in middle level employment could be assessed and certified for award of NVQ Level 5 qualification which may be useful in their career and employment opportunities. This is an alternative path for obtaining NVQ Level 5 equivalence through their Maturity /experience in the relevant sector as per the NVQ circular 01/2021 introduced by Tertiary and Vocational Education Commission (TVEC).
Eligibility
Candidate must not be less than 35 years of age and should be qualified with one of the routes mentioned below
| Route 1 | A minimum of 10 years’ experience including minimum of 3 years supervisory experience in the relevant industry and having NVQ Level 4 certificate or NCT,NCIT in the relevant field. |
| Route 2 | A minimum of 10 years’ experience including minimum of 3 years supervisory experience in the relevant industry and having a Diploma certificate (with the duration more than 6 months) accepted by TVEC in the relevant field |
| Route 3 | A minimum of 12 years’ experience including minimum of 3 years supervisory experience in the relevant industry and having a certificate (with the duration more than 6 months) accepted by TVEC in the relevant field |
| Route 4 | A minimum of 15 years’ experience including minimum of 3 years supervisory experience in the relevant industry |

Process of the Mature Candidate Route
- Receive the applications from the applicants
Candidate who wants to apply NVQ Level 5 equivalent qualification through the Mature Candidate Route should send your details to the TVEC through Mature Candidate Online Application Form (Please see the Year Plan of the Mature Candidate Route published on the TVEC website.)
- Evaluate applications to check eligibility of the applicants to award NVQ Level 5 equivalence qualification
Check the eligibility of the applicants by the Mature Candidate Committee appointed by the Director General of TVEC. Committee will evaluate the applicant’s basic qualifications according to the NVQ Circular 1/2021.
- Conduct the written examination (knowledge assessment) for the eligibility applicants
- Conduct the examination ( knowledge assessment) /Practical assessment to the eligible applicants
- Examination / knowledge assessment should evaluate management knowledge of the candidates and applicant can obtain the model paper/papers on the TVEC website.
- Practical Assessment should evaluate subject knowledge and competencies relevant to their require sector if needed (Decided by the TVEC)
- Examination fees should be decide by the TVEC
- Conduct the viva voce / interview for the applicants who eligible from the examination
- Conduct the viva voce / interview according to the sectors
- The TVEC published the standard format on the TVEC web site to create evidence portfolio according to the Circular 1/2021 and relevant NCSs
- Applicant should present their original certificates, copies of original certificates and evidence portfolio which is created according to the standard Evidence Portfolio Format published on the TVEC web site
- Release the results
Final results of the interviews should inform to the applicants and pass list will publish on the web.
- Award NVQ Level 5 equivalence qualification to the applicants
- Applicant who eligible from the examination (knowledge assessment) and competent from the viva voce /interview can obtain NVQ Level 5 equivalence qualification.
- Effective date of the certificate should be the date that TVEC conducted interviews for the candidate.
- Conduct the second viva voce / interview for the applicants who eligible from the examination and not success in the his/her first viva voce / interview
- Applicants who are not competent in the first interview he /she has to wait at least 6 months for his / her second interview from the date of first interview.
- Based on the results of the examination / knowledge assessment, applicant can face viva voce / interviews within 2 years period of time from the examination date until he/she competent from the viva voce / interviews to award NVQ Level 5 equivalence qualification.
Importance of having NVQ Level 5 Equivalence Qualification through the Mature Candidate Route
Public Administration Circular 02/2009 specifies National Vocational Qualification (NVQ) Levels for different categories of employment in the public sector. This is an alternative path for obtaining NVQ Level 5 equivalency and it will facilitate you to be able to place in appropriate positions and salary scales applicable to respective supervisory / Management position.
TVEC issues this qualification only for the employability purposes and not applicable for the higher studies or teaching purposes.
